No tracking numbers for a new local site

When a new site is added, their phone numbers must be provisioned automatically. Until they are provisioned, this error will trigger.

This is a known and intended effect - we manually perform initial phone provisioning to ensure smooth delivery and because various steps cannot be fully automated (such as checking new numbers for any robocalling issues)
